Two I have come across in my recent reading:

Pannonia (apparently caused Augustus some problems at the start of the 1st century AD and used Roman tactics and equipment).

Thessaly - Was a power in the greek world in its own right before the rise of Macedonia.

In fact it would be interesting to have a Macedonian list pre-Philip.

Pannonia sits on the southern bank of the Danube between Thrace, Illyria and the Gallic peoples of the Alps: Very rugged terrain so something based on MF will give the Romans a hard time. They would probably come under the Illyrian list in Rise of Rome, or you might assume Thracian or Dacian influences.

Tiberius certainly took a long time (and several major revolts) to subdue them. Thracians have regular options for the Client Kingdom phase so a 'Pannonian Revolt' army could be this type of Thracian, with the Auxilia type units.

Thessalians are in the Classical Greek List. I guess we will have to wait for Early Macedonian (and all the Early Italian lists as well)
