I recently discovered that the rule book for this game is being given away for free on the slitherine site as a pdf. I was wondering where I can buy a physical copy of the pdf.

Allow me to clarify, I am looking for ane exact copy of the pdf. I realize there was a version of this book released in 2008 and I am not sure how to tell the difference between them on amazon.

I don't believe there are any plans to release a physical copy of the rule book. Any official physical copies you find on Amazon will be versions 1, 2 or 3.
