It should be self explanatory. The system thinks you have downloaded turns more often than you upload them. This is considered cheating (you can play out a turn, then replay it again using a different strategy). You should avoid reloading data for the same turn unless you are saving to the server between.

I'm certainly not aware of doing this, or even that it is possible to replay a turn. Its been suggested to me that the original message is bogus. I can't comment further.

If you have ever crashed or exited the game during a turn it will register as redownloading.
