This is where you are getting hung up, oh great Pharaoh. Yes, you have a point about the color of the flag. And you have uncovered an issue with another mission description. (Thank you for your perseverance.)

For the primary objective "Advance to the Don," the designer is requiring these four victory points to be taken (green circles). Two of them are on the river, but two are to the west: Kastomoye and Staryy Oskol. For some reason, he made those victory point flags silver. I looked at the trigger; he points to each spot specifically rather than counting flags by color, so there is no reason why these two western location should not be gold. As silver, they are misleading you, apparently.
All four of those victory points must be taken to complete "Advance to the Don," so that explains why your starving Staryy Oskol tactic does not work and you get a Defeat in that case. So all four of those victory points should be gold.
As for the mission description for "Advance to the Don," it says "To eliminate the natural barrier of the Don River, two major crossing points must be captured." That's referring to the two victory points on the river. I does not mention Kastomoye and Staryy Oskol. Therefore, the mission description should say something like "To eliminate the natural barrier of the Don River, two major crossing points must be captured. At the same time, we must be in control of Kastomoye and Staryy Oskol in order to safeguard our rear from counterattack."

As far as when you "tried another game, also circling Staryy Oskol but this time taking the town just before getting the last gold point. Same result : Defeat. No objectives added," my theory is that you waited too long. That new objective activates as soon as you move two land units within one hex of Staryy Oskol. You may not have noticed it, and the scenario ended with that objective enabled and unfulfilled even though you took Staryy Oskol at the last moment.
This post and my last one are only recommendations from me, a mere forum moderator. OOB officials will decide how best to edit this scenario in order to address your legitimate concerns, Amenhotep.
