Modifying Player Traits

Just playing around with my own mod. Is there any way to modify the EFFECTS of Player Traits? I know you can modify their COST in the Rules file, but was looking to modify the effect. EX: change elite reinforcement limit in "Green Army" from 3 to 2, etc.

I have asked this question before as I wanted to modify the effects of the Trophies of War trait but was told they are hard coded in the software.

Makes sense, I couldn't find any files with the effects listed. Thanks for the help!
