UPDATED: v1.06.44 Settler Higher Construction Cost

Tired of the AI spamming towns everywhere. One way, I found, to slow this down/eliminate was to simply increase the Construction Cost.
Settlers Cost = 10x Original Construction Cost.
Place the file in the 'main dir/ExternalAssets/Database' folder.
Edited file in small letters for easy reference.
BACK UP THE ORIGINALS !!!
