SOLVED "Lin Teata Legio" Special Samnium unit can be queued and payed for but never appears.

Hi, Thanks for the great game. I only just started it a while ago and it's fantastic.
I have been playing as Samnium recently. In my recruitment tab the "Lin teata legio" are green and look available for recruitment. So I queue 1 up, pay the cost and end turn. The unit never appears.
I thought this might be because I have 1 unit already. So to test it out I deleted my existing unit of "Lin teata legio" ended my turn and then tried to recruit a new "Lin teata legio" on the next turn. The results were unchanged. It seems it is not possible to recruit these units but you can pay the cost of recruitment which is very weird.
The unit appears recruitable, the cost can be payed and the unit queued for production but the unit never appears even if you don't have an existing unit of these guys.
