Basic Question on Inf. Units

I am looking at an infantry "counter" and it is marked with a 10 and adjacent to it is a small green 1, there is also another infantry unit with a small green 3 next to its "strength" number. Also some infantry counters have no such number. What does this number represent? I know for aircraft it represents fuel, but I do not know what it means for inf.

The small number is supply. The ones with a 3 are Paratroopers and they are supplied in 3 turns if cut off from supply. The ones with a 1 are marines and the same goes for them but only one turn and finally the ones without the small number are infantry or Engineers or heavy Infantry.
