In the Umayyad tourney, Bedouin Light Horse are light cavalry, but with lance.

Does this mean they will not retreat before combat?

They can evade.

As SB stated, they can evade, especially if charged by non-light cavalry or by infantry which will grind them down if they trap the Bedouin light horse in melee.

They are useful for running down non-lancer light cavalry and light infantry in the open, especially if they start next to the target unit.

Also for charging non-light infantry which don't have any impact POAs, like massed archers in the open, provided they don't get shot to bits by the archers first.

A recent MP opponent used Bedouin light horse for flank charges on my non-light horse archers (not in melee) to make them evade, which set them up for rear charges by his other (non-light) cavalry units - rear attack, autodrop :-(

Light cavalry can make non-light cavalry evade? I thought that´s impossible.

If charged from flank or rear, it is.

Yes, the 100 Lance POA is pretty good, as is the -1 CT they inflict for losing impact to lancers. In addition, they get the 100 Impact POA vs Bowmen in the Open that all cavalry get, so they get 200 Impact against Bowmen types in Open, which can pretty rapidly lead to cohesion drops.

Balkan light horse is more of the same, but slightly better ("Above Average" quality and 31 points vs. "Average" quality and 28 points for the Bedouins.)
