[Change-Request][Allies Resurgent/Victorious][Turn/Date Conflict][9.2.3]

There are a couple of days/turn or turns/day conflicts during the Allies Resurgent/Victorious campaigns.
Some scenarios last longer than the start date of the next one. This can sometimes make units becoming available at the end of a scenario, but not at beginning of the next one, which can cause unnecessary confusion.
