In v3 troop quality is netted out in close combat. If you are one or two levels better you reroll 1s, or 1s and 2s. It doesn't explicitly cover rerolls in other situations, shooting , cohesion tests, complex move tests, straggling etc ,unless I've gone ruleblind.

So elites reroll 1s and 2s, superior reroll 1s, poor don't reroll . Correct?

You are correct that re-rolls are netted out against each opponent in combat....ONLY
For shooting, Complex Move Tests and Cohesion Tests the re-rolls are:
• Elite battle groups may re-roll 1’s and 2’s
• Superior battlegroups may re-roll 1’s
• Poor Battle groups MUST re-roll 6’s

In the version 3 rule book these are stated at the top of page 21.
However, this is not shown in the downloadable version.
