See the thread titled "
Allies Victorious: Paris Scenario Question"
Basically, just capture the hex with a US unit -- not a French unit -- to fulfill the objective; actually, capture may not even been required, perhaps it works even if you
enter the hex (after it has been captured)?

The scenario checks on every move event (whenever whatever unit is moved on the map) if a
US land unit is or has moved on the
Arc de Triomphe hex.
Should that happen once, the objective is completed once and for all. You can move the US unit away from that hex for the rest of the scenario.
The scenario doesn't check for the hex ownership, so even a non-capturing recon unit could complete the objective.
See below how the objective is captured. If you move a US unit through the hex, the objective won’t complete. A US unit must stop in that hex once. A US land-recon unit with Flexible Pathing trait could stop and move away in the same turn to complete the objective. Even if you lose ownership of the hex/flag, the objective will stay completed.
Just a lesson how such
Check Unit(s) near Hex trigger works.
