I'm not sure if I understand the question alright, but it's like this:
-selecting "no" custom force means that you get a predefined core composition from the devs (already deployed on the map).
-selecting "yes" frees up all command points (and RP) for you to choose your own core.
Or do you mean to say that the CP count of predefined core against your own is somewhat off?

I didn't see that all the units were deployed, thus not in my reserve box, of course.

I didn't want the post left up there because my nit-wittery included therein might have reflected badly on the excellent new campaign.
Gabe,
When I realized that the new campaign would be at least 80% of the scenarios I had in my new campaign, I decided to wait a little while to deconflict...
thanks for asking and helping out with my question! Your note about "already deployed on the map" unraveled the mystery.

If I start the new Allies Victorious campaign without imported core, no message tells me that I have specialization points available for the first mission
