In 1941, Wehrmacht wants a new APC. Sd.Kfz. 250/251 is limited by the frame chassis from tractor.
Compared to Sd.Kfz. 250/251, it needs:
-Better off-road capability
-More load
-Better armor
-Better mine protection
-Higher speed

In plan Kätzchen will gradually replace Sd.Kfz. 250/251. But due to the war development it only produced several test car.
