I think there is a huge issue with with that combination and the whole scenario becomes unplayable. If you turned FOW off, all your ships, airplanes and forward airfields become attacked immediately during the first turn and the RAF got roughly 50 air units at its disposal. A behavior which is usually not observed with FOW enabled. Only your actual field of vision seems to be the place where combat happens then with a smaller number of enemies (naturally).

However, I am not really willing to restart the whole campaign because of that. Any way to get this fixed? This option should not be available at all if it is a complete showstopper.

Suggestion: make Fog of war obligatory for this particular scenario, no matter what was chosen for the whole campaign. Alternatively, please make it possible to change this option manually in between the missions of a running campaign. Not only before the start of a whole campaign.

I just noticed that there is a possibility to change those options after every mission - directly on the victory statistics screen! Never noticed that before lol. I guess my problem is solved.
