Deadly Grasp not working in Madrid 1939

The Deadly Grasp commander trait does not seem to be working in the Madrid 1939 scenario. Surrounded units are suffering only 2 suppression per turn, instead of 4.

I guess you have to surround them with unit only from your side to have it works. An encirclement formed with your enemies don't count.

It still not works
