Ships always firing at full strength

Is there a reason why all ships have this trait? Are there any infos, if this will be changed with the pacific dlc?
I mean it makes no sense. Especially ships that have taken some damage cant operate and fight at full strength.
I just played DLC 1940 Seelion and a cruiser with a strength of 1 was able to hurt my blucher hard!

i think the Problem is, there is no system for damage, like hit at the turrets, firecontroll aso.
the other big difference is, that ship are only 1 unit and land/air units are 10 units
in warhammer Armagedon theres a similar system for bigger units.
smaller units or infantery units are x hp strong and have y units, every units fires at full streng so long they dont lose a unit member. damaged units members fire at full streng so long they have 1 hp left. Big units like Baneblades are like ships 1 unit member strong but the unit have x hitpoints
when i remember correct they, change the naval combat mechanics for the pacific dlc, but how it will look at the end there are no real infos, so long you not a part of the beta players for the pacific dlc.

SingleEntity Trait covers this.
In the Beta there was mention of minor damage and major damage for ships.
Minor damage could be repaired in field like tanks, major damage repaired only in a port
PcC may add two tiered damage, three tiered it you include suppression.
