When you put a province on automatic gold and one/more of them are building shouldn't they get the automatic assigned build points? to reproduce, set province to auto gold while having one building being build.
When a unit has to move for two+ turns and its set to garrison at the end of the move, it will not garrison at the end of the move. To reproduce move a unit to a walled region set to garrison.

I'm noting point 2 as part of the things to check for a possible and probable Empires patch (no ETA)
I don't understand point 1 though. Switching between province priority will only alter what buildings the AI will pick and how it distributes the population.
