Whatever method they use for selecting new heroes sure is weird. (and I like playing with heroes)
I have just started 1941 AOC, having started with SCW. I used killer team up until 1941.
I have 4 zero slot heroes, but no 1/2 slot heroes.
I have 4 consolidators - talk about a powerful combo.
I have 4 provocators.
3 x sixth sense
3 x aiming assistance
3 x first strike
and several others with two

Yet there are several that have yet to make an appearance.

It would be nice if there was a way to cap off some of these. Something like no more than two of a kind until you get one of everything or something.

From what I've seen hero generation is purely random. Given the variety of heroes clumping will be common. At least in your play through you are getting good heroes.

Last time I played from scw I don't get any 1/2 or 0 slot heroes but 2 double attack and 2 deadly attack heroes. In my actual play I get 1 0 slot hero but no deadly and or double attack hero at the moment 2 missions in front of the small England Invasion scenarios.

When I remember correctly the general traits, only have a small influence on the heroes, if you take the trait where you get double captured equipment, there shouldn't spawn a hero which has this ability.

There are certain general traits that will disable a hero:
- Scavenger is disabled by "Trophies of War"
- Fast Deployment is disabled by "Aggressive Deployment"

I have tested hero generation statistics, rapidly going through campaigns using the Victory cheat. I have the following impression:
- Rapid Fire 1.5x heroes show up more often if No Overstrength is chosen
- Combat Luck heroes show up more often if Bad Luck is chosen
