Unit fuel level

Is there a way to set a different fuel level for the unit placed on the map?
This can be done for a unit that will be spawned, but I can't find a similar function for a unit that already exists at the start of the scenario.
Is the only way to change the unit.csv entry?

Cannot you do it this way? I added 4 more turns to this Thunderbolt's fuel / flying time.

So I should set additional trigger for such a unit... Interesting
Enter turn = 0 because I want a unit to be on the map during deployment phase
I modify Rangoon Falls scn and there are 2x P-40K units from AVG (Flying Tigers) with 12 fuel but I want to replace them with regular P-40 with the same fuel level, hence my problem
