light foot evade through other troops

can light foot evade through other troops if they could interpenetrate them, or does the evade manoeuvre not allow this.

Yes they can.

I use them to lure troops onto my spears. I tempt shock troops to charge them, they evade through my spears and hopefully the shock troops will hit the spears one at a time and be defeated piecemeal.

Evaders will always interpenetrate in preference to avoiding. As light foot can evade through pretty much anything they are easy to get out fo the way.

The key is to keep the rear edge of the front rank of the light foot less than 3 MUs from the front of the real troops behind them. That way even a VMD roll of 1 will see them 'reach' the supports and they will pass through them.

Using light foot to pull enemy troops out of possition is good fun. My best one had to be luring 2 BGs of Roman auxillia up a hill into a line of Welsh spear :D

But Roman auxilia aren't shock troops so they wouldn't have to charge the LF.

The Roman auxilla had 2 choices, stand and be shot at with longbows or charge. They chose to charge and unfortunately for them rolled long.

You don't have to be facing shock troops to pull them out of possition. There are situations where the lesser of two evils is to charge. In this case the charge was an unmitigated dissaster.
