Gilbrater + Commanders + Suez + finite British Oil resources

1) Hi, are allied ships still supposed to be able to use the port of Gibralter after the Germans have occupied it? I've just seen two allied fleets successively dock in Gibralter, the second one sailing on into the Med.
2) What precisely is the effect of commanders? Do they have a command range? Does having more than one commander nearby magnify their effect
2)Why does capturing the Suez Canal, Iraq and Persia appear to have no effect on UK resources if you are using the oil resource rules? If so, could I mod that?

Allies ships will no longer be able to use the port once an Axis ship or sub occupies it.

The increase the effectiveness of all units of their nation, and their nation only, within 8 hexes (which is their command range). For units within the command range of two or more commanders then the rating of the best commander is use. So, having multiple commanders does NOT magnify their effect.

It has the most impact of the Axis by increasing their oil. The Allies rarely run into oil problems. If you wanted to change this you'd have to modify either their off board or on board oil production.
