The unit cannot move or even change direction at the start of turn. Any explanation?

My guess is that the cav three tiles behind were pursuing routers, when they changed target and charged the Limitanei's rear. Since the movement of your routers and their pursuers happen at the start of your turn, the combat caused the Limitanei to lose their AP.

I think that's what happened. As to why the consequence should be an immobilization whereas it is now a sitting duck....
