I'm pretty interested in modding ICBM, I really just started playing recently. I did a very little bit of modding Distant Worlds (plus I used to mod HOI4), so if this is as easy as DW modding is it should be easy. Thanks.

Yes Modding for ICBM is a big part of the online community, the Developer actively helps, tests and adds fixes to the game to making modding more accessible and customisable.
The best way to get involved with the modding community and chat to the Developer and other modders directly about mod related stuff would be on the ICBM Discord server. It's also a good way to meet other people and find people to play the game with.
