Is this the same as the leadership rating? And what impact mechanically does that have on units? Does it add say that much effectiveness? DIdn't spot anything in the manual.

All commanders have a range of four hexes, regardless of rating. The commander raises the maximum effectiveness of all units in range and makes them gain effectiveness faster. Commanders with higher ratings are better at doing both of these things, but I don't know the exact figures. Perhaps someone else could weigh in on that.
