What does this half circle green overlay represent?

This is a supply base. That is, if you surround troops in it, they will still receive supplies.

Thanks. I couldn't find that in the manual. Are there other similar indications that are not in the manual?

If u capture that hex u can upgrade ur units on it.

They also receive reinforcements to max amount no matter how damaged they are.

Then you should look at the in-game description at the bottom of your screen. Property of a hex is always displayed there, and this Supply Hex indicator's description is also there.
