I just purchased PANZER CORPS 2, general edition upgrade. It will not download because my earlier PC2 is not version 1.02.00. I could not find it on the downloads. Where can I find it without having to repurchase the original game?

You mix two games:
1) Panzer General 2 is a very old game (for Win95?). May be the final version is sold somewhere. An update is not needed.
2) Here is the forum of Panzer Corps 2. This is another game!
As this is an actual (not finished) game, there are updates available.
