Handicapping multiplayer games?

Multiplayer scenarios seem to be intended to be balanced challenges (for all sides) but is it possible to adjust the difficulty or add a handicap so 2 (or more) players of different skill levels can compete fairly?

Also, what does the difficulty setting do when starting a multiplayer scenario? Does it adjust the original strength of AI units? Does it affect initial RPs, CPs or RP income? Does it affect human players?
