I have run into a couple of issues with the editor:
1) My units are not able to cross the border into enemy territory, and
2) The AI enemy units never move as I play the scenario. How do I get them to attack me?
Thanks!

1) Make sure the territory doesn't actually belong to a neutral faction. That's not just hexes that you may have marked as impassible. It could be any faction that is placed in the left-hand column (neutral) in the Alliances window.

2) You need to:
a) Place units into AI teams, and
b) Assign tasks to those teams in the AI Setup window. If they remain Idle, then they will do nothing. If Static Defense, they will defend themselves but that's it. If you want them to attack, you need something like Move to Hex or Seek & Destroy.

It sounds like you could use a perusal of the Scenario Editor Manual, written by a very learned scholar who is also divinely handsome and a real lady's man. (  )

I got it to work thanks to your suggestions. My little urban warfare game is up and running smoothly! What fun.
