Withdraw unavailable?

I feel that the selected Xystophoroi should be able to go backwards one square but as the cursor indicates the only available option is to turn around. The unit hadn't moved yet this turn, given it's reduced cc that would be represented by a loss of AP, so I don't believe that I simply forgot that it had already turned.
Am I missing something? (aside from the picture which doesn't want to upload)

Pending the appearance of the screenshot - what was the terrain type it was trying to back into?
Was it in the ZOCs of multiple enemy units?

It's likely the photo you're trying to upload surpasses the size limits allowed. You may need to use a photo editor to cut down the resolution. IrfanView is a freeware program great for this as it also compresses files and can save quite a bit of size that way as well.
