I play in MP game for Sarmatia. I have captured all the objectives and am not getting any new ones.
Why am I not getting new ones objectives?

How many turns did you run since this? If there is no more hardcoded objectives, then you should get dynamic ones, but there is no guarantee to get one every turn.

More than 10 turns have passed.

I dabbled in changing regions with objectives with my client-states. At one point, all the objectives disappeared.

Sarmatia has 12 hard coded objectives, you should get them eventually. I can't really tell you why in 10 turns none appeared, although if you have revoked all of them by talking to others nations, this would explain, they won't be given again.

But why don't I get dynamic objectives?

I finally got it, but it wasn't for a very long time.

Then that's a stroke of bad luck. A bit like a reversed winning ticket to the lottery. It is always weird when we experiment it, but it does happen...
