PBEM victory condiions?

I've lost games with a 3 victory hex advantage, so what exactly are the victory conditions, other than victory hexes in a pbem game?
Doesn't that depend on the particular scenario?
Not sure, but isn't everything that is not a decisive victory or a marginal victory considered to be a defeat for the "attacker"?
