bug: winter war

There is a bug in the Winter War East Karellia battle where the artillery damage counter decrements decrements. This is quite repeatable. I am playing on a PC version 9.0.7 which I got from steam.
The symptom is that some other non-combat actions, such infantry or artillery moving by truck, don't cause the displayed damage counter to change. But if I save and then load, the value has decreased significantly. In one case it went from 18 to 6. So it appears some other parameter is writing over the counter value.
This isn't game breaking but it is annoying enough to make me give up on Winter War at least for now.
