Is that definitely the launcher for the Slitherine version (not the Steam / GOG versions which don't have that button)?

What's the proper way to update then? Says to update from the launcher. Last time I had to do a Google search the latest correct version. The version in my library was version 7.x. Wasn't even close to be the latest.

Steam version updated and works. Slitherine way to update is chaos. You should create a branded launcher that lets you purchase, install and update all your games. You'll likely get a lot more customers that way.

Check the download section. Download works fine but still no update button on launcher. Probably won't happen...

BUT
...what about the 9.1.4 Update from February - just overwrite the existing folder and everything works?
I’m afraid that my crusade 4 the glory of Emperor Hirohito won’t start today

Yes, each patch just installs over the last version. Technically, for a fresh install on a PC, all you need are the v7.1.4 installer and the v9.1.4 update.

I am not sure what you mean about "my crusade 4 the glory of Emperor Hirohito" — I doubt that it means a custom scenario or campaign, since you only acquired the game in January and haven't played it yet — but I will say that the developers have been conscientious about not destroying old content with updates.

A patch does not overwrite anything in the Campaigns or Scenarios folders in your My Documents. See here for more information. A patch may overwrite what's in the Campaigns folder in the Program Files for the game, however. That is how they occasionally update their official DLC and you want that to happen.

By the way, if you are a Mac user, you will have to translate the above as to folder names and locations. Also, by executive decision, they capped Mac development at v8.6.9. Go here to get the updates.
