I bought Order of Battle and some DLCs from Steam and only play on Steam.

if I buy a DLC for Order of Battle here on the Slitherine website, can I activate it on Steam?

Yes, you’ll get a Steam key, you have to be careful not to buy the same DLC twice.

On a side note, you can run two instances of OOB at the same time, both the Slitherine and Steam version.
I use that a lot when I play-test a custom scenario while working in the editor on the same scenario
