More than 2 players for PBEM

With the holiday sale starting I looked at Panzer Corps 2 and noticed it said that up to 8 players could play. Is that for PBEM? And how does that work? Thanks.
If you load up a scenario with 8 sides, then 8 players could join and battle in multiplayer.
Could be played either in PBEM or in hotseat/real-time.
