Custom Player Traits

Good afternoon,

How do I edit custom starting traits for players in a custom campaign? I understand how to edit what traits they can choose for themselves (Panzer General, No Overstrength, etc) in the rules document. However, I want to make a campaign/mod in which the player will always have the “perimeter control” trait instead of having to select it. Is there a place to edit this or does this require messing with the actual coding of the game?

Also, what is recommended as far as learning how to edit the game through the engine? I want to make custom flags/textures.
