[New Unit message] [All units are new?] [v9.07]

Here's an odd one from turn-1 Dec-8th-1941 in a custom campaign scenario.
This is the 8th scenario in the campaign (wich starts in1939).
Suddenly the new unit message pops up, this is the first message in the campaign.
Note that you can cycle through just about every Japanese unit available from 1937 to date.
Why do the game wait until 'the day of infamy' to deliver the message(s)?
