There is something I don't get about Burma Road

Maybe I missed something or it was patched, but remembering Burma Road now, there is something I can't get out of my head. Why Indian National Army is present only in Quit India scenario, but not in Imphal and Irrawaddy River scenarios, even though they fought alongside the Japanese during those battles?
