I think you should have Army of African unit standing on every hexs once to trigger that objective. If you have captured them with your own units, you have to let an Army of African unit stand on it again (you don't need to let the enemy capture it and then take it back, just step on it once).
You should get a pop up telling you you have finished that objective, and that's all. The UI is not designed to reflect whether such objectives are completed or not.

If i remeber correctly, this is an interface bug. Tracking of the missions goals dont show you that you already finished it, but you get a window once you fulfilled the goal and recieve that CP.

But, im not 100% sure about that, havent played for a long time now.

The 5 hexes must be occupied by INFANTRY units to trigger the bonus.

That objective can be buggy. I am pretty sure if a unit is split it will not help to satisfy that objective; all units must be whole. I think there is also a bug concerning damaged units. I was not getting the objective on one occasion, but was able to once I had repaired my damaged infantry units. On other occasions, I was able to fulfill the objective with damaged infantry. I recommend going back a turn and replaying; maybe that will fix the problem.

It is because you have a split infantry unit on the southwest hex. Recombine the 8 strength infantry into the 7 strength infantry and you will complete the requirement. I have played SCW 4 or 5 times and never encountered bugs this scenario. And I learned about the split units issue first hand.

The 5 hexes must contain 5 whole, unsplit infantry units.

Is that unit on the left split?

Um, this is wrong. It has worked perfectly well with split units several times for me. I had a save just before capturing Seville and I tested it again and got the CP with two split units.

Edit: This is with latest version. Perhaps something has been changed and older versions require whole units?

Are you certain that you haven't already gotten the message about CP and just clicked OK. I don't think you can see anywhere if you got the CP earlier. I think the message in my screenshot (above) is the only thing you get.

Thanks, folks, for your kind help!

I occupied all 5 hex fields with Infantry. All of them belong to Army of Africa. No unit were split.
I replayed from turn 16. I managed it to occupy Sevilla earlier, in turn 17. Unfortunately, it did not work with the screenshot with the success message regarding the commendation points. IIRC the message informed me about 2 points. If I count correctly I should have gotten 4 cp, right?

Again a screenshot from my replayed game:

It would have been interesting to have displayed on the screen at the top bar the total number of CP.

@Jase79
Impressive! You managed it to occupy Seville already in turn 7??!!!!?
Great performance, Jase79!
I play with v1.2. I denied aircrafts. Maybe this is the reason I had some problems getting through Seville so fast.
What level of difficulty do you play with?
Are you certain that you haven't already gotten the message about CP and just clicked OK?
Yes, I believe I did everything right.

I think it is just buggy. I am happy to know that split units work. Did you have both halves of the split units in Seville?

Yes, I did have both halves. But as far as I can remember from earlier playthroughs, that doesn't make any difference.
