2 Questions about in game Nations

In the Units.csv, there is a column devoted to what factions, or countries, have access to each unit. Most of these 2 letter abbreviations for the countries were simple to figure out, but there is one that I'm not sure of.

Does the SE country tag represent Sweden, or another country? It's a tag assigned only to a 37mm Bofors it shares with Denmark and Nationalist Spain, as well as most of the generic, available to everyone units and structures.

My other question is whether there are any countries built into, but not listed anywhere in the Units.csv, and if there are what their abbreviations would be. For example, Japan isn't currently listed, but will obviously be added when Pacific releases. Is Japan, or any other nation, already set up just with no units or anything designed to take advantage of it, or not in the game at all?
Mostly, this is just a roundabout way of asking if it possibly to add some Finnish Units via Mods or not.

Check the Factions.csv and you will see which country a tag refers to.
Open a new map with the map editor, add the country you want to check to one of the player sides, and you should be able to see what unit does that country have from Place Unit panel. Mostly those countries are present because there is a map where locations need to display that country's flag exist, Sweden for example.
