Are CO-OP Random Games Possible?

Forgive me if my question has been answered already; I was unable to find anything using the forum Search.
My friend and I are new to Panzer Corps 2 and were interested in doing a co-op game against AIs. We wanted to be Germany and Italy against Allies (AI). Is this possible?
I've tried a few different iterations of the options and we are always on opposite sides.
I know there are co-op scenarios to chose, but none offer Germany and Italy as player sides. Plus, we were looking for more replayability.
