Air intercept

How does air intercept work with fighters defending bombers?
I surround a bomber with 4/6 hexes. Enemy fighters attack my bomber from the 2 hexes left available. Not one of my fighters reacts intercept either time.
On my next turn, I attack one of their bombers, and a fighter on the exact opposite side is able to defend their bomber! Arghhh
