Klin Event doesn't fire

In my recent General Axis operations playthrough I got stuck at Klin in the 1941 dlc cause the event to get the Jagdpanzer Chace didn't fire. No matter how often I reload. Even language change doesn't help.
I have the SYU 1000 and converted my kv1 40 unit into another unit giving me more than 100 KV1 40s. In the same Mission my commendation point counter gets stuck at 13 even if I take the soviet equipment at the start which should change the counter to 5 but I get the equipment.
