unable to create own units starting campaign

Ive had PG2 many years , after many year layoff , i installed on new laptop. I dont recall not being able to start from scratch . In this iteration , units are already deployed . I am able to delete some units, not all. Is there something Im missing or forgot ?

There is an option for starting turn 0 when you start a new campaign. Then you can scrap starting units.

Turn "custom army" option on.

PG2 = Panzer General 2 ?
Many years ? Release date PC2: March 19, 2020.
