minimum charge distance?

Had a situation where my HF impact foot Romans are in a vineyard charging Bosporan cavalry also in the vineyard (don't ask). The two BGs are 1 inch apart. The Bosporans in single rank decide to evade. They roll a 1 on a variable move test. Their normal move in vineyard is 1 inch. Hence they do not move? The HF also roll a 1 on the variable move test. The normal HF move in difficult going is 2 inches, so do they also not move as the variable move result is a 2 inch reduction?
Is there somewhere in the rules that say there must be at least a 1 inch charge move?

If you don't move you don't move.
The minimum is 0

What were the Bosporans armed with? If they are lancers they cannot evade. In which case the legionaries would charge to contact (no VMD as the enemy are not evading)

No Bosporans were bow sword not lancers

So if no one moves, do the cavalry still do a 180 turn (or turn to where-ever they're evading to) as part of the evade?

Yes. It's the 6th bullet on page 62. "turns 180 degrees , and moves it's full distance forward (which is to its original rear)". So you turn around and make a 'move' of zero.
