And what is it with the unnecessary all caps and exclamation marks?

As for the problem, it is very common among games using the Unreal engine, and isn't necessarily caused by the game. There are in fact many different issues that can make it happen.

No update will fix it because it's not a problem with the game.

I kinda hoped your new PC would stop you immediatly blaming the game and us for unrelated issues but it seems not. This is NOT a problem with Panzercorps but an incompatability between your PC and Unreal.

So you're saying you've been to those two links that George_Parr posted, done everything they list and its had no effect?? Is this correct?
It could be something simple like the resolution you're trying to run at. Is your integrated graphics actually turned off? Maybe your card prefers Windowed mode rather than full screen ..

Have you Googled? A quick search and I found these .. these links have many similariities but some subtle differences too that for your very particular computer might be important, so watch and follow them carefully.

Attach a DxDiag report file.
How to get a DxDiag report file:

1. Click on "START" (on Windows 8/10 press “Windows key" and the “R" key at the same time)
2. Click "run" (skip this step on Windows 8/10)
3. Type in "dxdiag" and click "OK"
4. Check through the tabs and perform all tests
5. Click "Save all Information..." and save the text file to a location of your choice
6. Attach the file to your message
