How to set up a 4k screen resolution in the game? My monitor has a standard resolution of Full HD 1920x1080, so in the game settings this is the maximum value, but I want to set the screen resolution to 4k. Thanks.

If your monitor can only display 1080p then 4K simply won't work. I am not sure what outcome you are thinking might happen.

But I can watch videos from YouTube in 4k and even in 8k on my monitor. At least I can choose this resolution for videos and the image quality becomes really higher. I tried to edit the OPTIONS file, but when starting the game in the settings and on the screen, there are no changes.

If your GPU is Nvidia, you can effectively have 4k on a 1080p display via the DSR feature in the Nvidia control panel (pretty sure AMD do it to but can't recall the name). It'll take a good GPU to pull it off smoothly and it's not quite the same as the real thing. This will then give you the option of selecting 4k in the in-game settings.

We had a similar problem when we bought a BenQ monitor with a large diagonal, but my husband changed the video card settings and everything was fine.
