AI’s Purchase Unit Logic

Has anyone been able to figure out the AI’s logic for purchasing units? I’m working on a custom scenario where I want the AI to be able to purchase units, but they seem to have some very odd purchasing habits.

I’ve set the Scenario Params, so they can purchase anything. They have plenty of Prestige and Core slots, but never seem to buy any Aircraft or Naval units. They have ports and airfields with supply hexes and there’s plenty of deep-sea terrain.

They will buy a small amount of infantry and recon. Then they buy large amounts of self-propelled arty and tanks.

Any insight on how the AI is making these decisions would be greatly appreciated. Thanks – R2

You seem to be lucky enough to see the AI at least buying something... In my custom scenario it has supply hexes, prestige, all units available, deployment phase, but it just simply won't buy anything. Not sure how to fix that. Perhaps giving auxiliary slots, or maybe deleting deployment phase...

I had this same problem at first. After changing the AI's Behavior (last tab in Scenario Params) to Free For All, they started to purchase units... albeit very unbalanced and limited unit types.
