Generous offer to cede capital always rejected?

Hello, I'm playing as the Romans, and have tried on 2 occasions to have Dalmatia cede the region of Oenius so I can form a province. Dalmatia would still be left with 6 other regions. My offer, which includes money, metal, and manpower, is generous with a 100% transaction chance. Our relationship is at 50. On both occasions, they were insulted, which resulted in a loss of legacy for the Romans. Is it impossible to acquire a faction's capital this way?...Thanks

It should go through every time. You can test it yourself with the other nations. At least it works for me.

Someone (rhymes with Fray Gox) exploited diplomacy to gain Latium, so the devs made deals for a faction's Capital less likely, no matter what.

I tried it with another minor region. They ignored me after 5 turns. Does it make a difference if they're another faction's client state?

It takes more turns for them to respond as you said. Also you might suffer Legacy lose if they will refuse. I still can't confirm what you said BTW.
